PLEASE LEAVE ENOUGH TIME TO TRAVEL TO THE QUARTER-FINALS IN BASEL: In the next couple of days the quarter finals of the EURO 2008 will take place in the St Jakob’s Park in Basel. On the 19th of June 2008, Portugal will play against Germany, and on the 21st of June 2008, Holland will play against Sweden or Russia. Both matches begin at 8:45pm. As in the first group games, the visitors of the stadium and public viewing zones are requested to leave enough time to travel, and if possible to use public transport. VERY GOOD RESULTS FOR THE BERNESE POLICE: The Bernese cantonal police are very pleased with the provisory results of the last three EURO 2008 matches in Bern. The mixture of friendly fans, superb collaboration between the security forces, and the intense preparations, are all contributory factors for the successful running of these last three matches.

MANY THANKS TO GENEVA, BERN AND ZURICH:
The group matches in Switzerland are now over. Yesterday’s match day went off perfectly once
again, with no incidents or organizational hitches, as Benedikt Weibel, Federal Council delegate
for the UEFA EURO 2008, confirmed at today’s press conference. After 22 matches, the operators in the 16 arenas have also been able to review their first interim results, The “fifth Swiss stadium” has so far attracted more than half a million visitors. (source: http://www.switzerland.com)

EURO 2008 IN WINTERTHUR. THE 11TH DAY: No rioting or fighting occurred in Winterthur on the 11th day of the EURO 2008. Follwing the matches the streets of Winterthur were filled with high-spirited fans driving in convoys and hooting loudly. The police shut off the Technicumstrasse and the Zeughausstrasse roads until about things had calmed down at about 11:30 pm. Roughly 250 italian met at the bus station and formed a noisy procession down the Technicumstrasse. Following the procession the various fan groups threw verbal abuse at each other. THE BORDER GUARDS TAKE STOCKS: The border guards are pleased with the results following the first 10 matches on Swiss soil. They are part of the national security concept and act as the first filter for people entering the country. They collaborate with the cantons and the security forces from abroad, and fulfil many tasks at the border points for the customs offices and the police forces. BASEL CAN TAKE ADVANTAGE OF BERNE’S ORANGE EXPERIENCE: Since the beginning of EURO 2008, Benedikt Weibel, Federal Council delegate for the EURO 2008, has visited all host cities, fan zones and fan miles in Switzerland and was able to present an overwhelmingly report at today’s press briefing in Berne. Also after the matches in Basle and Geneva, there were no incidents worth talking about. In Berne, Geneva and Zurich many Turkish fans celebrated their team’s victory with car processions and the traffic suffered no undue disruptions. (Source: http://www.switzerland.com)

INTERIM RESULT FOR THE EURO 2008 IN CANTON APPENZELL AUSSER RHODEN: Until now all events related to the EURO 2008 as well other festivities ran smoothly. The police was only called out a few times to take care of some drunken persons. PAPIERMUEHLE-STREET IN BERN. TEMPORARILY CLOSED: The PAPIERMUHLE street will be closed between the Guisan Place and the Wankdorf-Junction, from Monday 16th of June 2008 at 10p.m. till Wednesday 18th of June at roughly 3a.m. During this time, all motor vehicle drivers are requested to avoid the area around the Stade de Suisse. SKIRMISHES AND FIGHTING FANS: Some skirmishes occurred in and around the UBS arena between drunken fans from various countries during the games yesterday. All together 14 people were arrested and released following questioning and identification. Three persons were issued with banning orders for 10 days, and 6 others for 2 days. EURO 2008 IN WINTERTHUR. THE NINTH DAY: Shortly before the end of the game, the traffic in the Zeughausstrasse and the Technikumstrasse came to a standstill due to the large number of departing fans. THE FOOTBALL FESTIVAL CONTINUES: The Swiss national football team has been eliminated from the UEFA EURO 2008. However, for Switzerland as host and all the fans, the European Championship goes on. ARRIVE IN TIME FOR THE GAME SWITZERLAND - TURKEY IN BASEL: The Police Corps of Basel recommend that all fans travelling to and from the stadium and public viewing zones, use public transport, and set aside enough time. PLANNING MEASURES VERIFIED: The big football festival has begun in Switzerland. Thousands of fans and visitors were in attendance in the host cities and the public viewings, bringing with them the long anticipated EURO atmosphere. ORIENTATION AIDS IN SUPPORTER ZONES: The municipal police of Zurich have installed orientation aids in places where many visitors are expected. A four digit number placed on e.g. snack bars will allow rescue workers to locate people in need of aid. (http://www.stadt-zuerich.ch)

PAPIERMUEHLESTRASSE OFF LIMITS: Due to the match Holland vs. Italy, Papiermuehlestrasse will be closed between Guisanplatz and Wankdorf junction from June 8th, 10pm to June 10th, 3 am, approximately. (http://www.police.be.ch)

QUIET NIGHT FOR SECURITY FORCES: During the night after the opening match between Switzerland and the Czech Republic, only 12 people had to be arrested because of hooliganism and attacks against police officers. Around 100 people had to be treated because of minor injuries or health problems, an additional 18 were treated in hospital. FAN ZONES: Yesterday’s opening of the fan zones in the host cities was celebrated by thousands. The EURO 2008 football matches can begin! LONG LIST OF PUBLIC VIEWING ZONES: All around the country the public viewing zones are opening for the first time today. The current overview of the Police Information and Coordination Centre (PICC) at the federal office of police shows that there are 159 public viewing zones. Their overall capacity is for about 600’000 fans. The most public viewing zones can be found in the canton of Zurich (32), followed by Berne (23), Vaud (13), Basel-City (12) and Lucerne (11). The highest capacity has Geneva with place for 123’000 fans. The privately run homepage http://www.public-viewing.ch has more information. FESTIVE DEMONSTRATIONS: The municipal and the cantonal police of Vaud will be taking special measures in order to ensure the safety of town centres and to create pedestrian zones where the fans can enjoy themselves after the EURO 2008 matches. In order to ensure the fluidity and safety of the traffic the police will not be encouraging convoys of cars, and deviations will be put in place. The football fans will be able to express their joy and meet in complete security in the foreseen pedestrian zones. This will guarantee a fluidity of traffic in the town centres, especially for public transport. The police recommends that supporters respect the highway code and take extra care while expressing their jubilation. This will ensure that the festivities can remain wonderful till the last day. POLICE STATION AT THE BERNHARD THEATRE: During the EURO 2008, the City Police of Zurich will operate an around-the-clock police station at the Bernhard Theatre. The police officers of that station will mainly be deployed in case a quick intervention is needed in the Bellevue area. However, no reports can be made at the Bernhard theatre. For this purpose, visitors of the festival are asked to contact one of the regular police stations. EVERYTHING IS READY FOR THE BIG FOOTBALL FESTIVAL: One day before the start of the EURO 2008, Switzerland is ready for this big event. The first large fan groups will begin arriving on Friday. PAPIERMUEHLE-STREET TEMPORARILY CLOSED: The Papiermuehle-Street will temporarily be closed on the occasion of the football match between the Netherlands and Italy on june 9 in Berne. Between Guisan Place and Wankdorf-Junction, the Papiermühle-Street will be blocked for any kind of traffic as from next Sunday, 8 June 2008, 10:00 p.m. through Tuesday, 10 June 2008, approximately 3:00 a.m. During this time, motor-driven road users are asked to spaciously drive around the area of the Stade de Suisse. JOINT INFORMATION SERVICE OF THE POLICE CORPS OF THE CANTON AND THE CITY OF ZURICH AND THE PROTECTION AND RESCUE FORCES OF ZURICH DURING THE EURO 2008: During the European Football Championship in June 2008, the Police Corps of the City and the Canton of Zurich operate a joint media information centre in conjunction with the Protection and Rescue Forces of Zurich. FAIRPLAY FOR ALL: Shortly before the kick-off of the EURO 2008, the responsible parties of the Canton of Thurgau are convinced that they have taken all necessary security measures. During a media conference, the Director of the Department of Justice stressed the active and early engagement of the Canton of Thurgau for the EURO 2008. “Thanks to a holiday ban, the cantonal police comprises of enough forces in order to ensure the safety and security in Thurgau” he said. “So far, no specific threats have come to our attention”, police commander Hans Baltensperger further explained. However, the cantonal police is on an elevated alert level for the whole time of the tournament, carefully observing the situation and contributing to the event with convincing work and consideration. In case of violent perpetrators, individuals behaving conspiciously, drunks and other people that threaten order and security, the cantonal police will take drastic measures. TRAINING FLIGHTS OF THE AIR FORCE ABOVE EURO 2008 STADIUMS: The Swiss Air Force will overfly the four EURO 2008 stadiums in Bern, Zurich, Basel and Geneva for training purposes on 4 and 5 June 2008. Joint Information service of the Police Corps and the Protection and Rescue Forces during EURO 2008

During the European Football Championship in June 2008, the Police Corps of the City and the Canton of Zurich operate a joint media information centre in conjunction with the Protection and Rescue Forces of Zurich. The information centre will provide the media with information around the tournament.

In order to inform the media representatives continuously of all relevant safety and security matters around the EURO 2008, the media information centre of both police corps of Zurich and the Protection and Rescue Forces of Zurich will inform together in the following frequency:

morning bulletin at around 6.30 a.m.,
midday bulletin at around 11.30 a.m.,
afternoon bulletin at around 4.30 p.m. and
evening bulletin at around 11.30 p.m.

The bulletins will be sent out approximately half an hour beforehand. The midday bulletin is optional and will only be prepared upon a changed situation as compared to the morning bulletin. Due to the fact that no matches will take place in Zurich as from June 17, 2008, we will review the information frequency and adjust it if necessary. All media representatives will be informed accordingly at an early stage.

With a time lag of about two hours, all media releases will be available in English, French and Italian (English: http://www.securityeuro2008.ch; French: http://www.securiteeuro2008.ch; Italian: http://www.sicurezzaeuro2008.ch). Media representatives also have the opportunity to subscribe there for an RSS-Feed.

We will inform about all matters not relating to the EURO 2008 via the usual channels. POLICE ALREADY ON THE JOB: The planning and preparation work of the host cities’ cantonal police corps and the other cantonal and municipal police forces with regard to the EURO 2008 is fulfilled. The security forces now step in the operational phase. For all blue-light organisations and the other forces they work with, cooperation remains the key strategy to success. ARMAMENT OF MILITARY FORCES: The Swiss Federal Government has commented on a respective interpellation by National Councillor Josef Lang (Green Fraction/ZG). Due to the subsidiary army operations, the decision regarding the arnament of the Swiss Armed Forces during the EURO 2008 rests with the civil authorities. CRIMINAL ACTS COMMITTED BY MINORS: Unfortunately at mass rallies as the EURO 2008 individuals often use the opportunity to commit crimes. The law enforcement agencies have therefore decided to immediately take disciplinary actions against criminals in compliance with the code of criminal procedure. The immediate judgment of criminal acts concerns adults and minors. SECURITY-MEASURES AROUND THE “AMTSHAUS I” IN ZURICH: The Police of the City of Zurich assume responsibility for the safety and security of the people in the City of Zurich. RESPECT AND UNDERSTANDING: There are only a few days to go until the EURO 2008 kick-off. Therefore the Police of the City of Winterthur have launched the campaign “Winti by night - fun & respect”. The campaign calls the party people and the local residents for a respectful behaviour with each other. On the one hand, increased immissions by football enthusiastic fans will be inevitable. For a limited period of time, it needs to be counted with higher noise levels. On the other hand, not all inhabitants of Winterthur share the pleasures of football. Furthermore, many people have a need for sleep. In this sense, respect and mutual understanding are vital for a reconciliation of the diametrically opposed needs. DEPLOYMENT EXERCISE OF THE SECURITY FORCES IN BERNE: Together with their security partners the Police of the Canton of Berne have finalized their preparations for the EURO 2008 with two large-scale exercises. Shortly before kick-off, they have started with their operations after a long period of planning. VOLUNTARY VACCINATION: In Switzerland the number of infections with measles has been increasing since 2006. By offering the troops free and voluntary vaccination for the EURO 2008 mission, the Swiss Armed Forces wish to help reduce the infection risk during mass events and thus protect their troops. The measures will be implemented in concurrence with the recommendations of the Federal Office of Health. Additionally, all civil protection workers will be offered a vaccination opportunity. Together with the UEFA EURO 2008 Public Authorities Security Sector the Federal Office of Public Health has further recommended the vaccination against measles to the police corps. The vaccination would be conducted by the cantonal physicians. The objective is that all police officers, which are deployed during the EURO 2008, may undergo a voluntary and free of charge vaccination against measles. INFORMATION OF THE SECURITY FORCES: The planning and preparations of the «UEFA EURO 2008 Public Authorities Security Sector» with regard to the EURO 2008 have come to an end. As set forth and detailed in «The National Swiss Security Strategy for UEFA EURO 2008», the cantons and the police corps of the host cities are now responsible for the concrete implementation of the security measures. Large scale Civil Protection operation during the UEFA EURO 2008

Together with the cantons and the four host cities the Swiss Government provides public security during the EURO 2008. The partner organisation of the Civil Protection makes a wide range of contributions. The EURO 2008 reveals that the services of the Civil Protection go far beyond what is expected from these troops in case of catastrophe and distress.

The EURO 2008 shall be a great, bright, untroubled festival uniting the nations. To make this possible, security has to be ensured. Therefore the protective services of the Civil Protection haven taken discreet but effective measures together with other security forces. In order to guarantee the intended interaction between the police, the emergency medical services, fire brigade and other security forces, these “blue-light-organisations” practice on the basis of a large scaled exercise around the stadium “Stade de Suisse” under the direction of the Police Corps of the Canton of Berne.

Operation- and Support-Forces go on alert
The ordinary danger defence will be carried out by the municipal and cantonal police corps of the host cities. For their support, police forces of other cantons and the neighbouring countries will be engaged. Also in the area of fire protection, the basic supply is ensured by the municipal fire brigade corps. Special preparations have been made in the area of the emergency medical services in order to cope with large masses of patients in case of emergency. To protect the public of NBC weapons a decontamination centre will be taken into service in front of each stadium.

The Civil Protection renders a range of organisational and logistic support in the host cities as well as in areas with large public viewing zones. It provides the needed forces in order to support the other protective services promptly and efficiently, if required. Overall, the Swiss Federal Government has approved approximately 18’000 deployment days in the host cities on its own account. Beyond that, the responsible cantonal and communal authorities have approved further deployment days.

Federal Office for Civil Protection FOCP on duty
On federal level, together with the Swiss Armed Forces the Federal Office for Civil Protection FOCP is particularly challenged. As at similar exercises on 12 April 2008 in Basle or on 19 April 2008 in Zurich, respectively, the FOCP is providing for instance the operational lead at today’s stadium exercise in Berne. 

Likewise, the FOCP is on duty during the EURO 2008: the National Coordination Staff of Switzerland (NACOS) has assumed the leadership for danger prevention in non-police matters. FOCP makes a key contribution with regard to the information and communication management of the security forces. The National Emergency Operations Centre NEOC, as part of the FOCP, will be operating the Electronic Situation Display (ESD) during the entire course of the EURO 2008. All deployment forces shall have access to the ESD. Moreover, under the lead-management of the FOCP, the existing POLYCOM sub-networks have been connected to an overall network in view of the EURO 2008. The safety radio system POLYCOM allows the radio contact within as well as between the involved security forces.
