Joint Information service of the Police Corps and the Protection and Rescue Forces during EURO 2008

During the European Football Championship in June 2008, the Police Corps of the City and the Canton of Zurich operate a joint media information centre in conjunction with the Protection and Rescue Forces of Zurich. The information centre will provide the media with information around the tournament.

In order to inform the media representatives continuously of all relevant safety and security matters around the EURO 2008, the media information centre of both police corps of Zurich and the Protection and Rescue Forces of Zurich will inform together in the following frequency:

morning bulletin at around 6.30 a.m.,
midday bulletin at around 11.30 a.m.,
afternoon bulletin at around 4.30 p.m. and
evening bulletin at around 11.30 p.m.

The bulletins will be sent out approximately half an hour beforehand. The midday bulletin is optional and will only be prepared upon a changed situation as compared to the morning bulletin. Due to the fact that no matches will take place in Zurich as from June 17, 2008, we will review the information frequency and adjust it if necessary. All media representatives will be informed accordingly at an early stage.

With a time lag of about two hours, all media releases will be available in English, French and Italian (English: http://www.securityeuro2008.ch; French: http://www.securiteeuro2008.ch; Italian: http://www.sicurezzaeuro2008.ch). Media representatives also have the opportunity to subscribe there for an RSS-Feed.

We will inform about all matters not relating to the EURO 2008 via the usual channels. The joint media centre may be reached as from Friday, June 6, 2008 until the end of the tournament between 6.30 a.m. and 1.00 a.m. under the existing phone number (+41 (0)44 411 91 11). Moreover, the Police of the Canton of Zurich as well as the Protection and Rescue Forces of Zurich have installed further direct channels.

ARMAMENT OF MILITARY FORCES: The Swiss Federal Government has commented on a respective interpellation by National Councillor Josef Lang (Green Fraction/ZG). Due to the subsidiary army operations, the decision regarding the arnament of the Swiss Armed Forces during the EURO 2008 rests with the civil authorities. CRIMINAL ACTS COMMITTED BY MINORS: Unfortunately at mass rallies as the EURO 2008 individuals often use the opportunity to commit crimes. The law enforcement agencies have therefore decided to immediately take disciplinary actions against criminals in compliance with the code of criminal procedure. The immediate judgment of criminal acts concerns adults and minors. SECURITY-MEASURES AROUND THE “AMTSHAUS I” IN ZURICH: The Police of the City of Zurich assume responsibility for the safety and security of the people in the City of Zurich. In order to ensure full mobility and freedom of action for the police forces, several measures like barriers and traffic controls will be needed around the “Amtshaus I” at Bahnhofquai 3. (Source)

RESPECT AND UNDERSTANDING: There are only a few days to go until the EURO 2008 kick-off. Therefore the Police of the City of Winterthur have launched the campaign “Winti by night - fun & respect”. The campaign calls the party people and the local residents for a respectful behaviour with each other. On the one hand, increased immissions by football enthusiastic fans will be inevitable. For a limited period of time, it needs to be counted with higher noise levels. On the other hand, not all inhabitants of Winterthur share the pleasures of football. Furthermore, many people have a need for sleep. In this sense, respect and mutual understanding are vital for a reconciliation of the diametrically opposed needs. «Security EURO 2008»: Police already on the job

The planning and preparation work of the host cities’ cantonal police corps and the other cantonal and municipal police forces with regard to the EURO 2008 is fulfilled. The security forces now step in the operational phase. For all blue-light organisations and the other forces the work together with, cooperation remains the key strategy to success. Due to the holiday ban for June the fortified police presence should clearly be noticed by the public with immediate effect.

The security forces of Switzerland – 26 cantonal and over 100 communal police corps, the police bodies of the Swiss Federal Government as well as the Swiss Armed Forces which are providing their support in various matters – have prepared themselves meticulously for the EURO 2008. Together with their national and international partners they have tied a strong but flexible security net. Thereby, the main objective of all these taken security measures is to ensure the safety and comfort of the guests of the EURO 2008. In this sense, the security forces regard themselves as hosts above all.

In order to assure the comfort and safety of the Swiss population and all guests the police will already be increasingly present before the EURO 2008. “The EURO has already started for us”, said Beat Hensler, President of the Conference of the Cantonal Police Commanders of Switzerland (CCPCS). Due to the decreed holiday ban for nearly all police officers in Switzerland, the police forces will be more notified by the public in every day life.

As set forth in «The National Swiss Security Strategy for UEFA EURO 2008», the usual responsibilities remain fully in place during the deployment of security forces for the EURO 2008. The same holds true for the information leadership. Media support will be provided by the organisations responsible for the security operations.

The UEFA EURO 2008 Public Authorities Security Sector considers its mission as fulfilled by the realised coordination before the kick-off to the EURO 2008. The Public Authorities Security Sector gets now transferred into the National Coordination Staff of Switzerland (nakos.ch) which is responsible for an interdisciplinary over all coordination if problems should occur. NAKOS comprises all relevant security forces of the host cities, the cantons the Swiss Federal Government and - if necessary - other partners. All organisations relay the national operation picture which will be updated by the Police Information and Coordination Centre (PICC) of the Swiss Federal Police Department.

Beyond that the security forces are aware of the importance of establishing transparent roles, targets and measures. Due to this,, guests and the population will continuously be informed. The security forces support - whenever manageable - national and international media at their work.

COOPERATION BETWEEN POLICE AND ORPHANAGE: Together with the Civic Orphanage of Basle, the security department takes care of children who have lost sight of their custodians during the EURO 2008. This cooperation last as from 6 June 2008 through 29 June 2008 and covers the area of the host city of Basle. During the EURO 2008, the police will accompany children who have lost sight of their custodians in the area of the host city of Basle to the civic orphanage. In the orphanage, the children will be received by employees of the security department. The latter act as a triage between the operations centre of the Police of the Canton of Basle-City, the orphanage and the custodians. They forward the personal descriptions made by the children to the operations centre.
All police officers will be informed of this special cooperation prior to the EURO 2008. This will enable them to provide the concerned custodians with information regarding the whereabouts of their fosterlings. (Source: http://www.sid.bs.ch)

SEVERAL POLICE STATIONS CLOSED DURING THE EURO 2008: Several police stations will temporarily be closed in the Canton of Fribourg during the entire course of the tournament. The reason for this measure is to enable all security forces which are engaged at the EURO 2008 to correctly exercise their tasks. This is just an administrative measure. The police will continue to completely fulfil its functions. The postponed duties are of administrative nature only and will be completed subsequent to the EURO. DEPLOYMENT EXERCISE OF THE SECURITY FORCES IN BERNE: Together with their security partners the Police of the Canton of Berne have finalized their preparations for the EURO 2008 with two large-scale exercises. Shortly before kick-off, they have started with their operations after a long period of planning. The security and rescue organisations are confident of being capable to ensure the safety and security in the Canton of Berne during the EURO 2008. (Source: http://www.police.be.ch)

VOLUNTARY VACCINATION: In Switzerland the number of infections with measles has been increasing since 2006. By offering the troops free and voluntary vaccination for the EURO 2008 mission, the Swiss Armed Forces wish to help reduce the infection risk during mass events and thus protect their troops. The measures will be implemented in concurrence with the recommendations of the Federal Office of Health. Additionally, all civil protection workers will be offered a vaccination opportunity. Together with the UEFA EURO 2008 Public Authorities Security Sector the Federal Office of Public Health has further recommended the vaccination against measles to the police corps. The vaccination would be conducted by the cantonal physicians. The objective is that all police officers, which are deployed during the EURO 2008, may undergo a voluntary and free of charge vaccination against measles. INFORMATION OF THE SECURITY FORCES: The planning and preparations of the «UEFA EURO 2008 Public Authorities Security Sector» with regard to the EURO 2008 have come to an end. As set forth and detailed in «The National Swiss Security Strategy for UEFA EURO 2008», the cantons and the police corps of the host cities are now responsible for the concrete implementation of the security measures. Large scale Civil Protection operation during the UEFA EURO 2008

Together with the cantons and the four host cities the Swiss Government provides public security during the EURO 2008. The partner organisation of the Civil Protection makes a wide range of contributions. The EURO 2008 reveals that the services of the Civil Protection go far beyond what is expected from these troops in case of catastrophe and distress.

The EURO 2008 shall be a great, bright, untroubled festival uniting the nations. To make this possible, security has to be ensured. Therefore the protective services of the Civil Protection haven taken discreet but effective measures together with other security forces. In order to guarantee the intended interaction between the police, the emergency medical services, fire brigade and other security forces, these “blue-light-organisations” practice on the basis of a large scaled exercise around the stadium “Stade de Suisse” under the direction of the Police Corps of the Canton of Berne.

Operation- and Support-Forces go on alert
The ordinary danger defence will be carried out by the municipal and cantonal police corps of the host cities. For their support, police forces of other cantons and the neighbouring countries will be engaged. Also in the area of fire protection, the basic supply is ensured by the municipal fire brigade corps. Special preparations have been made in the area of the emergency medical services in order to cope with large masses of patients in case of emergency. To protect the public of NBC weapons a decontamination centre will be taken into service in front of each stadium.

The Civil Protection renders a range of organisational and logistic support in the host cities as well as in areas with large public viewing zones. It provides the needed forces in order to support the other protective services promptly and efficiently, if required. Overall, the Swiss Federal Government has approved approximately 18’000 deployment days in the host cities on its own account. Beyond that, the responsible cantonal and communal authorities have approved further deployment days.

Federal Office for Civil Protection FOCP on duty
On federal level, together with the Swiss Armed Forces the Federal Office for Civil Protection FOCP is particularly challenged. As at similar exercises on 12 April 2008 in Basle or on 19 April 2008 in Zurich, respectively, the FOCP is providing for instance the operational lead at today’s stadium exercise in Berne. 

Likewise, the FOCP is on duty during the EURO 2008: the National Coordination Staff of Switzerland (NACOS) has assumed the leadership for danger prevention in non-police matters. FOCP makes a key contribution with regard to the information and communication management of the security forces. The National Emergency Operations Centre NEOC, as part of the FOCP, will be operating the Electronic Situation Display (ESD) during the entire course of the EURO 2008. All deployment forces shall have access to the ESD. Moreover, under the lead-management of the FOCP, the existing POLYCOM sub-networks have been connected to an overall network in view of the EURO 2008. The safety radio system POLYCOM allows the radio contact within as well as between the involved security forces.

MEASURING FLIGHTS IN LOW ALTITUDE: A measuring helicopter of the National Emergency Operations Centre (NEOC) will fly over the St. Jakob-Park football stadium, the fan zones in Basle, the fan camp in Pratteln as well as the 9th stadium in Bubendorf on Thursday morning, May 29, 2008. As the measuring shall be conducted at an altitude of approximately 100 meter above ground level, short-term noise imissions are to be expected. The flights occur in the course of the yearly measurings in various areas of Switzerland. Their objective is to obtain maps of the natural radio activity. On this basis, even small deviations may easily be located in the case of an occurrence. Last year, NEOC measured the City of Basle and the entire tri-border region. The measuring flights of Thursday, however, are confined to a small part of the region and take place upon request of the Project Organisation Security EURO 2008 of the host city Basle. SECURITY IN THE UBS ARENAS: With the security-consortium PriSec-E08 a professional, national partner has been engaged for the UBS arenas. PriSec-E08 will assume responsibility for the planning, coordination and on-site implementation of security matters in the arenas. The police support the organisator in the planning and execution of the required measures. The organizer has released rules of conduct, which, amongst others, clarify the access controls and that set forth what objects may be carried along to the arenas and which are prohibited, respectively. LEAFLETS FOR SUPPORTERS: The Police of the Canton of Geneva have published information leaflets with regard to the three games of the EURO 2008 which will take place in Geneva. This information and the respective regulations explain the security measures in the vicinity of the stadiums, the traffic restrictions, the expected behaviour inside the city, the different admission authorisations for supporters, etc. The leaflets may be found on our internet-site http://www.ge.ch/police in German, French, English, Portuguese, Czech and Turkish. TEMPORARY VIDEO SURVEILLANCE DURING euro 2008: In Basle 23 video cameras will be installed in these days to guarantee a temporary video surveillance with the focus on the three fan-zones, the public viewing area (Fanmeile) and the neighbourhood of the “St. Jakob-Park” stadium. During the EURO 2008 the cameras will transmit a general survey of the public flow and possible disturbances to the assessment center “Spiegelhof”. The video surveillance during the EURO is in accordance with the legal requirements and has been permitted by the cantonal data protection official. The recorded pictures will be automatically overwritten after 48 hours and will only be analysed by the responsible police officers in case of disturbance. (Source: http://www.sid.bs.ch)

LIMITATIONS FOR SWIMMERS AND SHIPPING: For the safety and security of all users of the Rhine, the police have issued further limitations for swimmers and shipping during the EURO 2008. Thus the maximum velocity between the Wettstein Bridge and the Johanniter Bridge is limited to 10 km/h for small vessels. In this sector, anchoring and on site maintenance are forbidden for such boats. The same holds true for landing at a pontoon or a buoy, respectively. Moreover, the swimming zone at the Rhine shore in Klein-Basel which is marked with blue buoys must not be cruised. Swimmers on the Rhine need to observe that on the Klein-Basel side swimming is only allowed within the zone signalled with blue buoys. As always, swimming in the shipping channels is strictly forbidden. It shall be reminded that also during the EURO jumping from the Rhine bridges is extremely dangerous and thus remains prohibited. PAPIERMÜHLESTRASSE CLOSED FOR EXERCISE: Next Wednesday, 28th of May 2008, Papiermühlestrasse will be closed between Guisanplatz and Parking Stade de Suisse from 09.45am until 01.00pm. Entry to the shopping mall is ensured. On Wednesday, 28th of May 2008, the so called “blue light organizations” are conducting a large scale service drill in the Stade de Suisse. This drill is aimed at testing the interaction between the police, the emergency medical service, the fire brigade and other contained forces within the field of security, in view of the upcoming EURO 2008. For security reasons Papiermühlestrasse will be closed during that time between Guisanplatz and the entranceway to Parking Stade de Suisse. However, the shopping mall can be reached by car. CAMPAIGN AGAINST WOMEN TRAFFICKING: An awakening spot at the EURO 2008 mobilizes against women trafficking. This evening, May 26, 2008, the campaign «Euro 2008 against women trafficking» launches a spot against the trafficking of women. The awakening film reminds of a movie trailer and leaves a clear mark against women trafficking. Through the broadcasting of the spot during the EURO 2008 in the stadiums, at public viewing events as well as on television, a broad audience is being informed on women trafficking in Switzerland. Humiliation, debasement, violence, exploitation – it is hard to endure what a victim of women trafficking experiences. Still, it is reality, even in Switzerland. This is shown by a spot which is launched by the campaign «Euro 2008 against women trafficking». Berne: Operation of detention and waiting areas

During the European Football Championship, the Bernese cantonal police will operate two detention and waiting areas. This will provide adequate space and infrastructure in case of numerous arrests.

Considering the teams (France, Italy, Holland, Romania) and their fans hosted by the Host City of Berne, the Bernese cantonal police expects that the European Football Championship will bring a peaceful atmosphere and exciting matches to the city of Berne.

Nevertheless the police needs to plan for the case that a large number of persons have to be detained. The experience of the German police during the World Championship 2006 in Germany has shown the necessity of appropriate planning. Especially on the occasion of several incidents with hooligans in Cologne and Stuttgart the police had to arrest numerous persons.

The cantonal police law and the cantonal criminal procedure provide the legal basis for this kind of detentions. These two laws complement each other in their scope of application: While the police law especially allows the intervention in order to defend risks, the criminal procedure constitutes the legal basis for intervention in case of a strong suspicion of criminal conduct.

To ensure that the detained persons are taken care of in an appropriate manner, the Bernese cantonal Police has set up a special infrastructure. It includes areas for personal search, accommodation (waiting areas) and interrogation of arrested persons. The waiting areas are built with fences similar to the ones used during the World Championship 06 in Germany.  One of these detention and waiting areas will be set up in the police training centre in Ittigen, and another one in the Neufeld police post in the city of Berne.

The adequate sanitary care for the arrested will be assured at all time. Furthermore we will focus especially on the close cooperation with the department of justice and the aliens’ police. Both partners will always be on site. That way we can make sure that the arrested persons can be fined immediately or submitted to other legal sanctions, if required.
