EURO 2008 IN WINTERTHUR. THE 11TH DAY: No rioting or fighting occurred in Winterthur on the 11th day of the EURO 2008. Follwing the matches the streets of Winterthur were filled with high-spirited fans driving in convoys and hooting loudly. The police shut off the Technicumstrasse and the Zeughausstrasse roads until about things had calmed down at about 11:30 pm. Roughly 250 italian met at the bus station and formed a noisy procession down the Technicumstrasse. Following the procession the various fan groups threw verbal abuse at each other. THE BORDER GUARDS TAKE STOCKS: The border guards are pleased with the results following the first 10 matches on Swiss soil. They are part of the national security concept and act as the first filter for people entering the country. They collaborate with the cantons and the security forces from abroad, and fulfil many tasks at the border points for the customs offices and the police forces. Daily Overview Security EURO 2008Daily Overview Security EURO 2008, Monday, June 16, 2008 (mic) BASEL CAN TAKE ADVANTAGE OF BERNE’S ORANGE EXPERIENCE: Since the beginning of EURO 2008, Benedikt Weibel, Federal Council delegate for the EURO 2008, has visited all host cities, fan zones and fan miles in Switzerland and was able to present an overwhelmingly report at today’s press briefing in Berne. Also after the matches in Basle and Geneva, there were no incidents worth talking about. In Berne, Geneva and Zurich many Turkish fans celebrated their team’s victory with car processions and the traffic suffered no undue disruptions. The police was only called out a few times to take care of some drunken persons. All together 14 people were arrested and released following questioning and identification. Three persons were issued with banning orders for 10 days, and 6 others for 2 days. THE NINTH DAY: Shortly before the end of the game, the traffic in the Zeughausstrasse and the Technikumstrasse came to a standstill due to the large number of departing fans. Daily Overview Security EURO 2008Daily Overview Security EURO 2008, Sunday, June 15, 2008 (mic) SMALLER SKIMISHES: Several people under the influence of alcohol, got into arguments and some had to be taken to drying-out cells. Shortly before midnight, two juveniles were punched and then forced to hand over their cash by three unidentified attackers. The head of the group, a 17 year old Turk, could be arrested shortly afterwards thanks to a good personal description. Two people were arrested following a row in a bar in Kreis 4, which started around 2:15 am. In the EURO 2008 first aid stations run by the protection and rescue services, a total of 36 people were treated. The injuries treated were mostly minor ones, such as cuts (9), headaches and nausea (9) or contusions (4). A rescue boat transported a patient on the Limmat and the lake of Zurich. Beyond that, the cantonal police will be assisted by the management support staff and the communal police forces. At today’s conference, cantonal councillors Kurt Wernli and Ernst Hasler informed the media. This was done together with the heads of the cantonal police and the cantonal management support staff. They informed about the joint preparations of the past few months that were put in place to ensure safety in the Canton of Aargau during the EURO 2008. The background for this friendly operation is the fact that also the security forces see themselves as hosts. The small gifts shall sustainably enhance the recollections of the EURO 2008 in Basel. A traffic control service will be in operation every day in order to maintain as much as possible fluidity and security on the roads. The police will also ensure that their main stations and also some smaller stations will remain open. (Source: http://www.securityeuro2008.ch) THE BORDER GUARD CORPS (BGC): The Border Guard Corps (BGC) is Switzerland’s most important national body for civil security and is the uniformed and armed section of the Federal Customs Administration (FCA), which is attached to the Federal Department of Finance (FDF). The BGC accomplishes security policing and fiscal tasks, notably: people, vehicle and object searches, combat against drug trafficking and document forgery, foreigner and traffic policing and the provision of customs services and combat against smuggling. The movement of people and goods is steadily increasing. Around 630’000 people and 330’000 vehicles cross the Swiss border every day. Every year around 100’000 people are refused entry into Switzerland and several thousand people are stopped who entered Switzerland illegally. Based on agreements with cantonal police authorities, the BGC transfers every year a total of 50’000 suspects to the competent police authorities. The detection of nearly 3’000 cross-border drug crimes, 2’000 document forgeries and around 20’000 breaches of the road traffic law further substantiate the record of achievement of the border guard corps. EVALUATION OF THE EXERCISE «STEILPASS 08» IN BERNE: The evaluation of the exercise «Steilpass 08» gave a positive picture of the security forces of the Host City Berne. On the basis of the experiences gained several improvements were made. Berne is ready. A large-scale exercise of the Bernese security forces took place at the Stade de Suisse on May 28, 2008. Approximately 500 police officers, firefighters, medical staff and civil protection personnel were assessed. The main task of the exercise was the handling of a large number of injured persons. That means that customs clearance will be carried out using the current infrastructure and in accordance with the current well-rehearsed procedures. As a huge number of arrivals and departures are expected, the customs authorities will make every effort to ensure that visitors are able to clear customs as quickly as possible during the UEFA EURO 2008. On the one hand the situation reports are exchanged using the Electronic Situation Display (ESD). On the other hand, regular, personal exchange is important on the level of the persons responsible for security matters. For this purpose, a daily videoconference between the two project managers for safety and security during the EURO 2008, in Switzerland, Martin Jäggi and in Austria, Günther Marek, takes place. This videoconference between the two safety co-ordinators was held today for the first time. (Source: http://www.securityeuro2008.ch) EXERCISE FAN ZONE GENEVA: This morning the police forces of Geneva finalized their preparation by carrying out the last exercise in preparation for the EURO 2008. This last exercise of the police officers took place on the public reception square of the fan zone of Plainpalais and the Fan village of Bout-du-Monde. About fifty people acted as supporters and thus allowed the officers present to apprehend various aspects related to these locations. At the fan zone of Plainpalais, where more than 45’000 people are expected, three scenarios allowed the extraction of a group of violent supporters, the search of a person or controlling an area at risk. The second part of the exercise was continued in the fan village of Bout-du-Monde. There, still more than 30’000 people are awaited to enjoy the tournament and more than 3’000 have the possibility to stay there overnight. At this place, various exercises took place in particular by integrating the problems of the camp-site and the areas of accommodation. Local, national and international media were present in order to participate in this presentation. Joint Information service of the Police Corps and the Protection and Rescue Forces during EURO 2008During the European Football Championship in June 2008, the Police Corps of the City and the Canton of Zurich operate a joint media information centre in conjunction with the Protection and Rescue Forces of Zurich. The information centre will provide the media with information around the tournament. In order to inform the media representatives continuously of all relevant safety and security matters around the EURO 2008, the media information centre of both police corps of Zurich and the Protection and Rescue Forces of Zurich will inform together in the following frequency:

The bulletins will be sent out approximately half an hour beforehand. The midday bulletin is optional and will only be prepared upon a changed situation as compared to the morning bulletin. Due to the fact that no matches will take place in Zurich as from June 17, 2008, we will review the information frequency and adjust it if necessary. All media representatives will be informed accordingly at an early stage. Training flights of the air force above EURO 08 stadiumsThe Swiss Air Force will overfly the four EURO 08 stadiums in Bern, Zurich, Basel and Geneva for training purposes on 4 and 5 June 2008. These flights will serve as airspace training for the EURO 08 games. The planned training flights will be carried out at medium height as follows: on 4 June, between 08.00 and 10.00 hours in Bern, between 10:00 and 12:00 hours in Geneva and between 13:30 and 15:30 hours in Zurich. On 5 June, between 10:00 and 12:00 hours in Basel and between14:00 and 16:00 hours in Basel and Geneva. These flights are of great importance for the pilots with regard to airspace surveillance during the EURO 08 games. Because they do not normally fly over towns, the pilots will be obliged to adjust to the procedures, temporal aspects, visual impressions and special conditions during these few training flights. In addition, the aim is to train the specific procedures under real conditions. During the EURO 08, the Swiss Air Force will be responsible for the security of the airspace. In the normal situation the jets patrolling in the air and prepared for intervention will be neither visible nor audible at all. Under certain circumstances, however, it is conceivable that the fighter would be obliged to fly at low altitudes. This is why these practise flights are necessary.

Daily Overview Security EURO 2008Daily Overview Security EURO 2008, Wednesday, May 29, 2008 (miz) COOPERATION BETWEEN POLICE AND ORPHANAGE: Together with the Civic Orphanage of Basle, the security department takes care of children who have lost sight of their custodians during the EURO 2008. This cooperation last as from 6 June 2008 through 29 June 2008 and covers the area of the host city of Basle. During the EURO 2008, the police will accompany children who have lost sight of their custodians in the area of the host city of Basle to the civic orphanage. In the orphanage, the children will be received by employees of the security department. The latter act as a triage between the operations centre of the Police of the Canton of Basle-City, the orphanage and the custodians. They forward the personal descriptions made by the children to the operations centre.
SEVERAL POLICE STATIONS CLOSED DURING THE EURO 2008: Several police stations will temporarily be closed in the Canton of Fribourg during the entire course of the tournament. The reason for this measure is to enable all security forces which are engaged at the EURO 2008 to correctly exercise their tasks. This is just an administrative measure. The police will continue to completely fulfil its functions. The postponed duties are of administrative nature only and will be completed subsequent to the EURO. Daily Overview Security EURO 2008Daily Overview Security EURO 2008, Wednesday, May 28, 2008 (miz) DEPLOYMENT EXERCISE OF THE SECURITY FORCES IN BERNE: Together with their security partners the Police of the Canton of Berne have finalized their preparations for the EURO 2008 with two large-scale exercises. Shortly before kick-off, they have started with their operations after a long period of planning. The security and rescue organisations are confident of being capable to ensure the safety and security in the Canton of Berne during the EURO 2008. (Source: http://www.police.be.ch) VOLUNTARY VACCINATION: In Switzerland the number of infections with measles has been increasing since 2006. By offering the troops free and voluntary vaccination for the EURO 2008 mission, the Swiss Armed Forces wish to help reduce the infection risk during mass events and thus protect their troops. The measures will be implemented in concurrence with the recommendations of the Federal Office of Health. Additionally, all civil protection workers will be offered a vaccination opportunity. Together with the UEFA EURO 2008 Public Authorities Security Sector the Federal Office of Public Health has further recommended the vaccination against measles to the police corps. The vaccination would be conducted by the cantonal physicians. The objective is that all police officers, which are deployed during the EURO 2008, may undergo a voluntary and free of charge vaccination against measles. Large scale Civil Protection operation during the UEFA EURO 2008Together with the cantons and the four host cities the Swiss Government provides public security during the EURO 2008. The partner organisation of the Civil Protection makes a wide range of contributions. The EURO 2008 reveals that the services of the Civil Protection go far beyond what is expected from these troops in case of catastrophe and distress. The EURO 2008 shall be a great, bright, untroubled festival uniting the nations. To make this possible, security has to be ensured. Therefore the protective services of the Civil Protection haven taken discreet but effective measures together with other security forces. In order to guarantee the intended interaction between the police, the emergency medical services, fire brigade and other security forces, these “blue-light-organisations” practice on the basis of a large scaled exercise around the stadium “Stade de Suisse” under the direction of the Police Corps of the Canton of Berne.
Operation- and Support-Forces go on alert
The Civil Protection renders a range of organisational and logistic support in the host cities as well as in areas with large public viewing zones. It provides the needed forces in order to support the other protective services promptly and efficiently, if required. Overall, the Swiss Federal Government has approved approximately 18’000 deployment days in the host cities on its own account. Beyond that, the responsible cantonal and communal authorities have approved further deployment days.
Federal Office for Civil Protection FOCP on duty
Likewise, the FOCP is on duty during the EURO 2008: the National Coordination Staff of Switzerland (NACOS) has assumed the leadership for danger prevention in non-police matters. FOCP makes a key contribution with regard to the information and communication management of the security forces. The National Emergency Operations Centre NEOC, as part of the FOCP, will be operating the Electronic Situation Display (ESD) during the entire course of the EURO 2008. All deployment forces shall have access to the ESD. Moreover, under the lead-management of the FOCP, the existing POLYCOM sub-networks have been connected to an overall network in view of the EURO 2008. Overview Security EURO 2008Overview Security EURO 2008, 26th of may (miz) TEMPORARY VIDEO SURVEILLANCE DURING euro 2008: In Basle 23 video cameras will be installed in these days to guarantee a temporary video surveillance with the focus on the three fan-zones, the public viewing area (Fanmeile) and the neighbourhood of the “St. Jakob-Park” stadium. During the EURO 2008 the cameras will transmit a general survey of the public flow and possible disturbances to the assessment center “Spiegelhof”. The video surveillance during the EURO is in accordance with the legal requirements and has been permitted by the cantonal data protection official. LIMITATIONS FOR SWIMMERS AND SHIPPING: For the safety and security of all users of the Rhine, the police have issued further limitations for swimmers and shipping during the EURO 2008. Thus the maximum velocity between the Wettstein Bridge and the Johanniter Bridge is limited to 10 km/h for small vessels. In this sector, anchoring and on site maintenance are forbidden for such boats. The same holds true for landing at a pontoon or a buoy, respectively. Moreover, the swimming zone at the Rhine shore in Klein-Basel which is marked with blue buoys must not be cruised. Swimmers on the Rhine need to observe that on the Klein-Basel side swimming is only allowed within the zone signalled with blue buoys. As always, swimming in the shipping channels is strictly forbidden. It shall be reminded that also during the EURO jumping from the Rhine bridges is extremely dangerous and thus remains prohibited. This evening, May 26, 2008, the campaign «Euro 2008 against women trafficking» launches a spot against the trafficking of women. The awakening film reminds of a movie trailer and leaves a clear mark against women trafficking. Through the broadcasting of the spot during the EURO 2008 in the stadiums, at public viewing events as well as on television, a broad audience is being informed on women trafficking in Switzerland. Humiliation, debasement, violence, exploitation – it is hard to endure what a victim of women trafficking experiences. Still, it is reality, even in Switzerland. This is shown by a spot which is launched by the campaign «Euro 2008 against women trafficking».
