PLEASE LEAVE ENOUGH TIME TO TRAVEL TO THE QUARTER-FINALS IN BASEL: In the next couple of days the quarter finals of the EURO 2008 will take place in the St Jakob’s Park in Basel. On the 19th of June 2008, Portugal will play against Germany, and on the 21st of June 2008, Holland will play against Sweden or Russia. Both matches begin at 8:45pm. As in the first group games, the visitors of the stadium and public viewing zones are requested to leave enough time to travel, and if possible to use public transport. VERY GOOD RESULTS FOR THE BERNESE POLICE: The Bernese cantonal police are very pleased with the provisory results of the last three EURO 2008 matches in Bern. The mixture of friendly fans, superb collaboration between the security forces, and the intense preparations, are all contributory factors for the successful running of these last three matches.

MANY THANKS TO GENEVA, BERN AND ZURICH:
The group matches in Switzerland are now over. Yesterday’s match day went off perfectly once
again, with no incidents or organizational hitches, as Benedikt Weibel, Federal Council delegate
for the UEFA EURO 2008, confirmed at today’s press conference. After 22 matches, the operators in the 16 arenas have also been able to review their first interim results, The “fifth Swiss stadium” has so far attracted more than half a million visitors. (source: http://www.switzerland.com)

EURO 2008 IN WINTERTHUR. THE 11TH DAY: No rioting or fighting occurred in Winterthur on the 11th day of the EURO 2008. Follwing the matches the streets of Winterthur were filled with high-spirited fans driving in convoys and hooting loudly. The police shut off the Technicumstrasse and the Zeughausstrasse roads until about things had calmed down at about 11:30 pm. Roughly 250 italian met at the bus station and formed a noisy procession down the Technicumstrasse. Following the procession the various fan groups threw verbal abuse at each other. THE BORDER GUARDS TAKE STOCKS: The border guards are pleased with the results following the first 10 matches on Swiss soil. They are part of the national security concept and act as the first filter for people entering the country. They collaborate with the cantons and the security forces from abroad, and fulfil many tasks at the border points for the customs offices and the police forces. BASEL CAN TAKE ADVANTAGE OF BERNE’S ORANGE EXPERIENCE: Since the beginning of EURO 2008, Benedikt Weibel, Federal Council delegate for the EURO 2008, has visited all host cities, fan zones and fan miles in Switzerland and was able to present an overwhelmingly report at today’s press briefing in Berne. Also after the matches in Basle and Geneva, there were no incidents worth talking about. In Berne, Geneva and Zurich many Turkish fans celebrated their team’s victory with car processions and the traffic suffered no undue disruptions. (Source: http://www.switzerland.com)

INTERIM RESULT FOR THE EURO 2008 IN CANTON APPENZELL AUSSER RHODEN: Until now all events related to the EURO 2008 as well other festivities ran smoothly. The police was only called out a few times to take care of some drunken persons. PAPIERMUEHLE-STREET IN BERN. TEMPORARILY CLOSED: The PAPIERMUHLE street will be closed between the Guisan Place and the Wankdorf-Junction, from Monday 16th of June 2008 at 10p.m. till Wednesday 18th of June at roughly 3a.m. During this time, all motor vehicle drivers are requested to avoid the area around the Stade de Suisse. SKIRMISHES AND FIGHTING FANS: Some skirmishes occurred in and around the UBS arena between drunken fans from various countries during the games yesterday. All together 14 people were arrested and released following questioning and identification. Three persons were issued with banning orders for 10 days, and 6 others for 2 days. EURO 2008 IN WINTERTHUR. THE NINTH DAY: Shortly before the end of the game, the traffic in the Zeughausstrasse and the Technikumstrasse came to a standstill due to the large number of departing fans. ARRIVE IN TIME FOR THE GAME SWITZERLAND - TURKEY IN BASEL: The Police Corps of Basel recommend that all fans travelling to and from the stadium and public viewing zones, use public transport, and set aside enough time. EURO 2008 – SAFETY AND TRAFFIC IN LAUSANNE: Due to the increased activities related to the EURO 2008 during the month of June, the police in Lausanne - the capital of Vaud - will modify its operations in order to protect its citizens. A traffic control service will be in operation every day in order to maintain as much as possible fluidity and security on the roads. THE BORDER GUARD CORPS (BGC): The Border Guard Corps (BGC) is Switzerland’s most important national body for civil security and is the uniformed and armed section of the Federal Customs Administration (FCA), which is attached to the Federal Department of Finance (FDF). The BGC accomplishes security policing and fiscal tasks, notably: people, vehicle and object searches, combat against drug trafficking and document forgery, foreigner and traffic policing and the provision of customs services and combat against smuggling. The movement of people and goods is steadily increasing. Around 630’000 people and 330’000 vehicles cross the Swiss border every day. Every year around 100’000 people are refused entry into Switzerland and several thousand people are stopped who entered Switzerland illegally. Based on agreements with cantonal police authorities, the BGC transfers every year a total of 50’000 suspects to the competent police authorities. The detection of nearly 3’000 cross-border drug crimes, 2’000 document forgeries and around 20’000 breaches of the road traffic law further substantiate the record of achievement of the border guard corps. EVALUATION OF THE EXERCISE «STEILPASS 08» IN BERNE: The evaluation of the exercise «Steilpass 08» gave a positive picture of the security forces of the Host City Berne. On the basis of the experiences gained several improvements were made. Berne is ready. A large-scale exercise of the Bernese security forces took place at the Stade de Suisse on May 28, 2008. Approximately 500 police officers, firefighters, medical staff and civil protection personnel were assessed. The main task of the exercise was the handling of a large number of injured persons. Swiss Customs welcomes all our football enthusiastic visitors!

In June 2008, Switzerland joins Austria to become the football stronghold of Europe as the final round of the European Football Championships, UEFA EURO 2008, will be held here from 7th – 29th June 2008.

This is a very important sporting event which, for the first time, is taking place in two different customs territories (in the EU member state Austria and Switzerland).
In principle, there are no special exceptional procedures for the carriage of goods in connection with UEFA EURO 2008. That means that customs clearance will be carried out using the current infrastructure and in accordance with the current well-rehearsed procedures.As a huge number of arrivals and departures are expected, the customs authorities will make every effort to ensure that visitors are able to clear customs as quickly as possible during UEFA EURO 2008.

Training flights of the air force above EURO 08 stadiums

The Swiss Air Force will overfly the four EURO 08 stadiums in Bern, Zurich, Basel and Geneva for training purposes on 4 and 5 June 2008. These flights will serve as airspace training for the EURO 08 games.

The planned training flights will be carried out at medium height as follows: on 4 June, between 08.00 and 10.00 hours in Bern, between 10:00 and 12:00 hours in Geneva and between 13:30 and 15:30 hours in Zurich. On 5 June, between 10:00 and 12:00 hours in Basel and between14:00 and 16:00 hours in Basel and Geneva.

These flights are of great importance for the pilots with regard to airspace surveillance during the EURO 08 games. Because they do not normally fly over towns, the pilots will be obliged to adjust to the procedures, temporal aspects, visual impressions and special conditions during these few training flights. In addition, the aim is to train the specific procedures under real conditions.

During the EURO 08, the Swiss Air Force will be responsible for the security of the airspace. In the normal situation the jets patrolling in the air and prepared for intervention will be neither visible nor audible at all. Under certain circumstances, however, it is conceivable that the fighter would be obliged to fly at low altitudes. This is why these practise flights are necessary.

DEPLOYMENT EXERCISE OF THE SECURITY FORCES IN BERNE: Together with their security partners the Police of the Canton of Berne have finalized their preparations for the EURO 2008 with two large-scale exercises. Shortly before kick-off, they have started with their operations after a long period of planning. The security and rescue organisations are confident of being capable to ensure the safety and security in the Canton of Berne during the EURO 2008. (Source: http://www.police.be.ch)

VOLUNTARY VACCINATION: In Switzerland the number of infections with measles has been increasing since 2006. By offering the troops free and voluntary vaccination for the EURO 2008 mission, the Swiss Armed Forces wish to help reduce the infection risk during mass events and thus protect their troops. The measures will be implemented in concurrence with the recommendations of the Federal Office of Health. Additionally, all civil protection workers will be offered a vaccination opportunity. Together with the UEFA EURO 2008 Public Authorities Security Sector the Federal Office of Public Health has further recommended the vaccination against measles to the police corps. The vaccination would be conducted by the cantonal physicians. The objective is that all police officers, which are deployed during the EURO 2008, may undergo a voluntary and free of charge vaccination against measles. INFORMATION OF THE SECURITY FORCES: The planning and preparations of the «UEFA EURO 2008 Public Authorities Security Sector» with regard to the EURO 2008 have come to an end. As set forth and detailed in «The National Swiss Security Strategy for UEFA EURO 2008», the cantons and the police corps of the host cities are now responsible for the concrete implementation of the security measures. The information leadership during the deployment of the security forces lies in the hands of the police officers in charge. Large scale Civil Protection operation during the UEFA EURO 2008

Together with the cantons and the four host cities the Swiss Government provides public security during the EURO 2008. The partner organisation of the Civil Protection makes a wide range of contributions. The EURO 2008 reveals that the services of the Civil Protection go far beyond what is expected from these troops in case of catastrophe and distress.

The EURO 2008 shall be a great, bright, untroubled festival uniting the nations. To make this possible, security has to be ensured. Therefore the protective services of the Civil Protection haven taken discreet but effective measures together with other security forces. In order to guarantee the intended interaction between the police, the emergency medical services, fire brigade and other security forces, these “blue-light-organisations” practice on the basis of a large scaled exercise around the stadium “Stade de Suisse” under the direction of the Police Corps of the Canton of Berne.

Operation- and Support-Forces go on alert
The ordinary danger defence will be carried out by the municipal and cantonal police corps of the host cities. For their support, police forces of other cantons and the neighbouring countries will be engaged. Also in the area of fire protection, the basic supply is ensured by the municipal fire brigade corps. Special preparations have been made in the area of the emergency medical services in order to cope with large masses of patients in case of emergency. To protect the public of NBC weapons a decontamination centre will be taken into service in front of each stadium.

The Civil Protection renders a range of organisational and logistic support in the host cities as well as in areas with large public viewing zones. It provides the needed forces in order to support the other protective services promptly and efficiently, if required. Overall, the Swiss Federal Government has approved approximately 18’000 deployment days in the host cities on its own account. Beyond that, the responsible cantonal and communal authorities have approved further deployment days.

Federal Office for Civil Protection FOCP on duty
On federal level, together with the Swiss Armed Forces the Federal Office for Civil Protection FOCP is particularly challenged. As at similar exercises on 12 April 2008 in Basle or on 19 April 2008 in Zurich, respectively, the FOCP is providing for instance the operational lead at today’s stadium exercise in Berne. 

Likewise, the FOCP is on duty during the EURO 2008: the National Coordination Staff of Switzerland (NACOS) has assumed the leadership for danger prevention in non-police matters. FOCP makes a key contribution with regard to the information and communication management of the security forces. The National Emergency Operations Centre NEOC, as part of the FOCP, will be operating the Electronic Situation Display (ESD) during the entire course of the EURO 2008. All deployment forces shall have access to the ESD. Moreover, under the lead-management of the FOCP, the existing POLYCOM sub-networks have been connected to an overall network in view of the EURO 2008. The safety radio system POLYCOM allows the radio contact within as well as between the involved security forces.

Berne: Operation of detention and waiting areas

During the European Football Championship, the Bernese cantonal police will operate two detention and waiting areas. This will provide adequate space and infrastructure in case of numerous arrests.

Considering the teams (France, Italy, Holland, Romania) and their fans hosted by the Host City of Berne, the Bernese cantonal police expects that the European Football Championship will bring a peaceful atmosphere and exciting matches to the city of Berne.

Nevertheless the police needs to plan for the case that a large number of persons have to be detained. The experience of the German police during the World Championship 2006 in Germany has shown the necessity of appropriate planning. Especially on the occasion of several incidents with hooligans in Cologne and Stuttgart the police had to arrest numerous persons.

The cantonal police law and the cantonal criminal procedure provide the legal basis for this kind of detentions. These two laws complement each other in their scope of application: While the police law especially allows the intervention in order to defend risks, the criminal procedure constitutes the legal basis for intervention in case of a strong suspicion of criminal conduct.

To ensure that the detained persons are taken care of in an appropriate manner, the Bernese cantonal Police has set up a special infrastructure. It includes areas for personal search, accommodation (waiting areas) and interrogation of arrested persons. The waiting areas are built with fences similar to the ones used during the World Championship 06 in Germany.  One of these detention and waiting areas will be set up in the police training centre in Ittigen, and another one in the Neufeld police post in the city of Berne.

The adequate sanitary care for the arrested will be assured at all time. Furthermore we will focus especially on the close cooperation with the department of justice and the aliens’ police. Both partners will always be on site. That way we can make sure that the arrested persons can be fined immediately or submitted to other legal sanctions, if required.
