SWISS CUSTOMS WELCOMES ALL OUR FOOTBALL ENTHUSIASTIC VISITORS: Commercial traffic - In principle, there are no special exceptional procedures for the carriage of goods in connection with the UEFA EURO 2008. That means that customs clearance will be carried out using the current infrastructure and in accordance with the current well-rehearsed procedures. As a huge number of arrivals and departures are expected, the customs authorities will make every effort to ensure that visitors are able to clear customs as quickly as possible during the UEFA EURO 2008. FIRST VIDEOCONFERENCE ON SAFETY AND SECURITY: Information exchange between the two host countries Switzerland and Austria is a central element of the safety and security around the EURO 2008. On the one hand the situation reports are exchanged using the Electronic Situation Display (ESD). On the other hand, regular, personal exchange is important on the level of the persons responsible for security matters. For this purpose, a daily videoconference between the two project managers for safety and security during the EURO 2008, in Switzerland, Martin Jäggi and in Austria, Günther Marek, takes place. EXERCISE FAN ZONE GENEVA: This morning the police forces of Geneva finalized their preparation by carrying out the last exercise in preparation for the EURO 2008. This last exercise of the police officers took place on the public reception square of the fan zone of Plainpalais and the Fan village of Bout-du-Monde. About fifty people acted as supporters and thus allowed the officers present to apprehend various aspects related to these locations. At the fan zone of Plainpalais, where more than 45’000 people are expected, three scenarios allowed the extraction of a group of violent supporters, the search of a person or controlling an area at risk. The second part of the exercise was continued in the fan village of Bout-du-Monde. There, still more than 30’000 people are awaited to enjoy the tournament and more than 3’000 have the possibility to stay there overnight. At this place, various exercises took place in particular by integrating the problems of the camp-site and the areas of accommodation. Local, national and international media were present in order to participate in this presentation. JOINT INFORMATION SERVICE OF THE POLICE CORPS OF THE CANTON AND THE CITY OF ZURICH AND THE PROTECTION AND RESCUE FORCES OF ZURICH DURING THE EURO 2008: During the European Football Championship in June 2008, the Police Corps of the City and the Canton of Zurich operate a joint media information centre in conjunction with the Protection and Rescue Forces of Zurich. FAIRPLAY FOR ALL: Shortly before the kick-off of the EURO 2008, the responsible parties of the Canton of Thurgau are convinced that they have taken all necessary security measures. During a media conference, the Director of the Department of Justice stressed the active and early engagement of the Canton of Thurgau for the EURO 2008. “Thanks to a holiday ban, the cantonal police comprises of enough forces in order to ensure the safety and security in Thurgau” he said. “So far, no specific threats have come to our attention”, police commander Hans Baltensperger further explained. However, the cantonal police is on an elevated alert level for the whole time of the tournament, carefully observing the situation and contributing to the event with convincing work and consideration. In case of violent perpetrators, individuals behaving conspiciously, drunks and other people that threaten order and security, the cantonal police will take drastic measures. TRAINING FLIGHTS OF THE AIR FORCE ABOVE EURO 2008 STADIUMS: The Swiss Air Force will overfly the four EURO 2008 stadiums in Bern, Zurich, Basel and Geneva for training purposes on 4 and 5 June 2008. Austrian liaison officer in Switzerland

During the EURO 2008 (2nd to 26th of June 2008), the Federal Ministry of Interior in Vienna has appointed the head of the staff division of the County Police Command of Vorarlberg, first lieutenant Rainer Fitz, to act as the police liaison officer in Switzerland.

First lieutenant Rainer Fitz is the point of contact for the Swiss, Austrian and the international media representatives for police matters relating to Austria.  He also acts as the service point for the media.

«Security EURO 2008»: Police already on the job

The planning and preparation work of the host cities’ cantonal police corps and the other cantonal and municipal police forces with regard to the EURO 2008 is fulfilled. The security forces now step in the operational phase. For all blue-light organisations and the other forces the work together with, cooperation remains the key strategy to success. Due to the holiday ban for June the fortified police presence should clearly be noticed by the public with immediate effect.

The security forces of Switzerland – 26 cantonal and over 100 communal police corps, the police bodies of the Swiss Federal Government as well as the Swiss Armed Forces which are providing their support in various matters – have prepared themselves meticulously for the EURO 2008. Together with their national and international partners they have tied a strong but flexible security net. Thereby, the main objective of all these taken security measures is to ensure the safety and comfort of the guests of the EURO 2008. In this sense, the security forces regard themselves as hosts above all.

In order to assure the comfort and safety of the Swiss population and all guests the police will already be increasingly present before the EURO 2008. “The EURO has already started for us”, said Beat Hensler, President of the Conference of the Cantonal Police Commanders of Switzerland (CCPCS). Due to the decreed holiday ban for nearly all police officers in Switzerland, the police forces will be more notified by the public in every day life.

As set forth in «The National Swiss Security Strategy for UEFA EURO 2008», the usual responsibilities remain fully in place during the deployment of security forces for the EURO 2008. The same holds true for the information leadership. Media support will be provided by the organisations responsible for the security operations.

The UEFA EURO 2008 Public Authorities Security Sector considers its mission as fulfilled by the realised coordination before the kick-off to the EURO 2008. The Public Authorities Security Sector gets now transferred into the National Coordination Staff of Switzerland (nakos.ch) which is responsible for an interdisciplinary over all coordination if problems should occur. NAKOS comprises all relevant security forces of the host cities, the cantons the Swiss Federal Government and - if necessary - other partners. All organisations relay the national operation picture which will be updated by the Police Information and Coordination Centre (PICC) of the Swiss Federal Police Department.

Beyond that the security forces are aware of the importance of establishing transparent roles, targets and measures. Due to this,, guests and the population will continuously be informed. The security forces support - whenever manageable - national and international media at their work.

Closure: 2nd EURO 2008 Security Conference of Neighbouring, Transit and Participating

At the 2nd EURO 2008 Security Conference of Neighbouring, Transit and Participating States, which ended on Friday afternoon, the primary emphasis was on the comprehensive comparison of information among all 120 participants, the clarification of open issues and concerns regarding security during the EURO 2008 as well as the determination of further procedures until the 3rd conference, which will be held in Vienna in March 2008.

The next stage will involve the definition of the delegation strengths of uniformed officials and those familiar with the scene, the liaison and border officials, the delegation heads and civil officials for the combating of crime. Issues regarding training and accommodations, the deployment period and duration of stay as well as the deployments will all be clarified by the date of the 3rd conference.

The possibilities regarding the exchanging of data for preventing the entry and departure of violenceprone individuals were discussed. The nations that participated in the conference are now requested to name their national contact representatives and also to clarify the legal and technical questions regarding the transmission of data. In order to able to implement the international exchanging of data and also prevention of the entry and departure of individuals prone to violence in sports, the Federal Office of Police has initiated bilateral ministerial statements based on the existing treaties with all nations participating in the EURO 2008 as well as the most important transit states.

Around 120 people participated in the 2nd EURO 2008 Security Conference of Neighbouring, Transit and Participating States at the Novotel Airport Messe in Zurich. Among them were police
representatives from 25 nations, as well as representatives from Interpol (International Criminal Police Organisation), Europol (European Law Enforcement Organisation), Frontex (European agency for the operational coordination between member states in the field of border security), Colpofer (Collaboration des services de police ferroviaire), Eurojust (coordinates cross-border criminal proceedings on the EU level) and Euro 2008 SA (assumes all operative duties related to the preparation and carrying out of the tournament). Among the topics discussed were the possibilities regarding the exchange of data, preventing the entry and departure of perpetrators of violence, the use of uniformed officials on Swiss and Austrian sovereign territory, the use of border officials and the dispatching of officials and liaison officials who are familiar with the scene. The conference in Zurich is a follow-up conference to the 1st EURO 2008 Security Conference of Neighbouring, Transit and Participating States held from 29 November to 1 December 2006 in Vienna. The third and last of these conferences will again be held in Vienna on 31 March 2008.

Goals of the 3rd EURO 2008 Security Conference of Neighbouring, Transit and Participating States in Austria include will be the determination of concrete steps to be taken by the beginning of the tournament as well as final discussions between the states involved.

2nd EURO 2008 Security Conference of Neighbouring, Transit and Participating

On Thursday morning, the Austrian Minister of the Interior, Günther Platter and the project managers Security, Martin Jäggi Switzerland, and Günther Platter, Austria, opened the 2nd EURO 2008 Security Conference of Neighbouring, Transit and Participating States in Zurich. Questions pertaining to international co-operation in regard to security during the EURO 2008 will be clarified during the conference through tomorrow, Friday.

“Austria and Switzerland have intensively prepared since 2003 for the world’s third-largest spo ting event. The final draw held on 2 December 2007 in Lucerne now enables us to im-mediately begin with even closer coordination and very detailed planning,” stated Austria’s Minister of the Interior, Günther Platter.

“As a major sporting event that is being organized on an international level, co-operation is required in the security sector which extends beyond national borders,” stated Martin Jäggi, head of the Security Sector, Public Authorities Project Organisation. He pointed out, in addition to the civil order forces from abroad, the duties of the foreign liaison officers, the spotters, the delegation heads, the uniformed officers who will accompany trains, deployments at airports and mixed patrols in the fan zones in the host cities as well as those of the civil officials for the combating of con artists and pickpockets. “The success of the international co-operation will also very significantly influence the success of the efforts of the committee in charge of security during the EURO 2008,” stated Martin Jäggi.
On 13 and 14 December 2007, the 2nd EURO 2008 Security Conference of Neighbouring, Transit and Participating States is being held in Zurich. Participating in the conference are 120 people, among them police representatives from 25 nationals as well as representatives from Interpol, Europol, Frontex, COLPOFER, Eurojust and Euro 2008 SA. Topics will include possibilities regarding the exchange of data, preventing the entry and departure of perpetrators of violence, the use of uniformed officials on Swiss and Austrian sovereign territory, the use of border officials and the dispatching of officials and liaison officials who are familiar with the scene. The conference in Zurich is a follow-up conference to the 1st EURO 2008 Security Conference of Neighbouring, Transit and Participating States held from 29 November to 1 December 2006 in Vienna. The third and last of these conferences will again be held in Vienna on 31 March 2008.

In order to implement the international exchange of data and also prevention of the entry and departure of individuals prone to violence, the Federal Office of Police has initiated bilateral ministerial statements based on existing treaties with all nations participating in the EURO 2008 as well as the most important transit states. Experience gathered at the FIFA World Cup 2006 in Germany has also been integrated. In terms of content, close coordination is being made with Austria, which is also concluding corresponding bilateral ministerial state-ments.
